Setup and configuration

For Jira Cloud, configure JIRA_URL, JIRA_USERNAME, and JIRA_API_TOKEN. For Confluence, configure CONFLUENCE_URL, CONFLUENCE_USERNAME, and CONFLUENCE_API_TOKEN.
