Claude Skills vs MCP: What's the Difference and When to Use Each

Two different problems being solved
MCP solves a connection problem. Before it, every AI product that wanted to talk to a database, a ticketing system, or an internal API had to write custom, one-off integration code for that exact pairing. MCP standardizes the wire format — tools, resources, and prompts exposed over JSON-RPC — so any MCP-compatible client can talk to any MCP-compatible server without bespoke glue code. It's fundamentally about giving an AI agent access to something external that it couldn't reach on its own: a live Postgres instance, a company's CRM, a browser it can drive.
Skills solve a knowledge problem. Claude is already extremely capable with the tools it ships with by default — reading and writing files, running code, searching. What it often lacks is the specific, repeatable procedure for using those general tools to do your task the way you want it done: your team's PR review checklist, your company's report format, the exact multi-step process for reconciling a spreadsheet. A Skill packages that procedure once so Claude doesn't have to be re-taught it, or re-explained it in the prompt, every single time.

How a Skill actually works
A Skill is a directory with a SKILL.md file at its root — YAML frontmatter with a name and description, followed by markdown instructions in the body. It can optionally bundle scripts, templates, or reference documents alongside it. There's no server process, no transport, no network call to set one up — it's static content Claude reads.
The mechanism that makes Skills cheap to have a lot of is progressive disclosure: only the short name and description for every available skill get loaded into context up front. The full body — and any bundled files — only get pulled in once Claude decides a task actually matches that skill's description. A hundred unused skills cost you a hundred one-line descriptions, not a hundred full instruction sets.
How an MCP server actually works
An MCP server is a real running process — local over stdio, or remote over HTTP — that a client connects to and queries for what it offers: a list of tools with JSON-schema arguments, resources it can expose, prompts it can supply. Unlike a Skill, this isn't Claude-specific: the same MCP server works unmodified with Cursor, Windsurf, VS Code, and any other MCP-compatible client, because the protocol is the interoperability layer, not the vendor.

The core distinction: knowledge vs connection
The cleanest test: could Claude already do this, in principle, with the general-purpose tools it has — file access, code execution, web search — if it just knew the right steps? If yes, that's a Skill. Does the task require reaching a specific external system Claude has no way to talk to on its own — a live database, an authenticated API, an internal tool? If yes, that requires an MCP server (or an equivalent direct integration).
A Skill cannot invent a connection to your production database any more than a well-written how-to guide can. It can absolutely tell Claude exactly how to use a database connection once one exists — which is where the two meet in practice.
When to build a Skill vs an MCP server
Build a Skill when:
- You're encoding a repeatable process — a checklist, a report format, a house style — not new access to a system.
- Everything the task needs is already reachable through Claude's existing tools (files, code execution, already-connected MCP servers).
- You want something portable and cheap: a folder you can drop into a project or share as a file, no hosting or auth required.
- You're optimizing for context efficiency across many narrow, rarely-used procedures.
Build an MCP server when:
- You need to reach a live external system — a database, an internal API, a SaaS product — that Claude has no existing path to.
- You want the integration to work across multiple clients (Claude, Cursor, Windsurf, VS Code), not just inside one product.
- The capability needs real-time data, authenticated requests, or side effects on a remote system.
- You're building something you'll publish for others to install, not just a private workflow.
They compose, they don't compete
The most useful pattern in practice isn't picking one — it's layering them. An MCP server gives Claude the raw ability to query a data warehouse. A Skill gives Claude the specific procedure for turning a raw query result into your team's weekly report, in your format, checked against your usual caveats. Remove the Skill and Claude can still run the query, just without your house conventions. Remove the MCP server and the Skill has nothing live to operate on — it's a recipe with no ingredients.
