What mt-eli-mcp does

The mt-eli-mcp MCP server connects an MCP client to legislation.mt, Malta’s official portal for consolidated legislation. It addresses documents by ELI coordinate instead of offering a general search interface. Supported coordinate patterns include chapters such as cap/586, the Constitution through const, subsidiary legislation such as sl/586.01, Acts such as act/2018/20, and Legal Notices such as ln/2018/123.

The connector supports English (eng) and Maltese (mlt) document paths. It is read-only and uses public data from legislation.mt; no API key is required.

How it works

For metadata requests, the server reads the document’s schema.org/ELI JSON-LD from legislation.mt. For text requests, it downloads the official PDF and extracts content with pypdf. Because the source text is PDF-based, extraction can contain artefacts caused by document layout.

Each response follows a citation contract that includes an ELI URI, a human-readable citation, and the source URL. Responses also include a dataset_note; text responses include a text_note describing the PDF-derived text. These fields let an agent or developer trace an answer back to the originating legislation page.

Setup and configuration

The mt-eli-mcp MCP server can be run from PyPI with uvx mt-eli-mcp, or installed from source with pip install -e .. A standard MCP configuration starts the mt-eli-mcp command without additional arguments. On Windows systems affected by Smart App Control, the documented alternative is to install with python -m pip and launch with python -m mt_eli_mcp or the py launcher.

Three optional environment variables control local behavior:

  • MT_ELI_BASE_URL sets the legislation service URL and defaults to https://legislation.mt.
  • MT_ELI_CACHE_DIR sets the cache location and defaults to ~/.matematic/cache/mt-eli.
  • MT_ELI_AUDIT_DIR sets the audit location and defaults to ~/.matematic/audit.

Every tool call is appended as one JSON line to the local audit file. The connector does not send client data to an LLM provider and does not use telemetry.

Tools and capabilities

mt_get_act returns document metadata for an ELI coordinate. mt_get_text returns full text extracted from the corresponding official PDF. mt_coverage reports which legislative families the connector covers, when coverage was captured, and which gaps remain, including a fallback for each stated gap.

Together, these tools support targeted retrieval and citation checking for known Maltese documents. They do not provide free-text search, so the caller must already have the relevant ELI coordinate.

Limitations and notes

The connector covers the document families described by the repository, including chapters, the Constitution, subsidiary legislation, Acts, and Legal Notices. Coverage details should be checked through mt_coverage, since the tool explicitly reports capture timing and exclusions.

Text quality depends on the official PDF and pypdf extraction. The returned text may therefore require review when layout, tables, or other PDF structures affect reading order. The service is designed for read-only public-data access and does not modify legislation.mt.
