How MCP Isap works

What mcp-isap does

The mcp-isap MCP server exposes Polish legislation from the official Sejm ELI REST API. Its scope covers Dziennik Ustaw (Journal of Laws, identified as DU) and Monitor Polski (MP), with acts dating from 1918 to the present.

The server is intended for agents that need to locate a legal act, inspect its metadata, or retrieve the wording of a provision. It is a legislation connector, not a court-case search service. The repository describes it as a companion to separate connectors for general and administrative case law and EU law.

How it works

The server communicates with api.sejm.gov.pl/eli through REST JSON requests and uses the MCP stdio transport. It does not scrape web pages. Requests are throttled to 500 milliseconds between calls, equivalent to a maximum of two requests per second.

Search results can be filtered by title fragment, year, publisher, act type, and whether an act is in force. Once an ELI such as DU/2018/1000 is known, the metadata endpoint returns the title, type, status, entry-into-force information, keywords, source links, and ISAP page link.

Text retrieval supports 5,000-character pages. An agent can follow the pagination marker to read a full document or provide a search phrase such as Art. 118. to receive a fragment around the first match. Each text response identifies whether the wording is consolidated or reflects the original promulgated text.

Setup and configuration

The published package can be run without cloning the repository:

For an MCP client using stdio, configure the command as npx with -y and @matematicsolutions/mcp-isap as its argument. Building from source requires Node 18 or newer, followed by npm install, npm run build, and node dist/index.js.

No environment variables are documented. The server queries its source live, so a deployment must be able to make requests to the Sejm ELI API. The repository also provides a JSON-RPC smoke-test sequence for checking initialization and calling get_act.

Tools and capabilities

The mcp-isap MCP server exposes three tools:

  • search_acts: finds acts using optional title, year, publisher, type, in-force, and result-limit filters.
  • get_act: retrieves metadata and links for an act identified by its ELI.
  • get_act_text: returns paginated text or a passage matching a supplied search term.

Responses include a structured citations array with the act title, ISAP URL, ELI, display address, publisher, year, document type, status, in-force state, and promulgation information. This gives client applications metadata they can render alongside an answer.

Limitations and notes

An act’s base record may contain the wording as originally promulgated rather than the current consolidated text. For the law currently in force, the documentation advises locating the newest consolidated-text announcement listed in consolidated_text_eli and retrieving that act instead.

Some acts are available only as PDF files. In that case, get_act_text returns a text_unavailable_use_pdf error with links instead of producing substitute prose. Text retrieval also requires callers to handle pagination when the response indicates that more pages remain.

The repository describes the implementation as TypeScript written from scratch, with its API contract derived from a separate legal-data-hunter source. It is licensed under MIT and is documented as compatible with MCP clients generally through stdio transport.
