## Documentation

## What Sejm RP does

The Sejm RP MCP server gives an AI assistant read-only access to official data from the Polish parliament and selected Polish legal publications. It covers deputies, parliamentary clubs, committees, votes, interpellations, questions, bills, sittings, transcripts, and broadcasts. Legal queries can use acts published in the Dziennik Ustaw and Monitor Polski, including questions about whether an act is already in force.

The server is intended for factual lookup rather than document editing or parliamentary actions. Responses include links to the underlying Sejm data, allowing users to verify important claims against the original source. Queries can be written in Polish using ordinary language, such as asking how a deputy voted, where a bill is in the legislative process, or whether a response to an interpellation is overdue.

Six MCP prompts provide predefined workflows: checking the day's votes, identifying a deputy, comparing a deputy's vote with a bill, checking a bill's stage, examining club voting, and checking whether an act applies. These prompts tell the assistant which tools to use and request a source link in the result.

## How the Sejm RP MCP server works

The local installation communicates with the assistant through MCP stdio. The client starts `npx -y sejm-mcp`, which downloads and runs the current package. The server then retrieves information from the Sejm API as needed. If that API is unavailable, local queries will not return data. A hosted MCP endpoint is also available at `https://mcp.leniwyposel.pl/mcp`; it responds from a nightly database copy instead of the live local API path.

The system is read-only and does not require credentials or an account in the documented setup. The assistant receives source URLs with results. Some interpretation depends on parliamentary rules and source conventions: club membership is evaluated for the date of a vote, attendance figures follow Sejm statistics, and special-majority outcomes are determined from the applicable threshold rather than a simple comparison of votes for and against.

## Setup and configuration

For a normal local installation, use Node.js 22 or newer and configure the MCP client with the command `npx -y sejm-mcp`. Claude Desktop can install the released `.mcpb` package directly and includes its own Node.js. Claude Code, Cursor, VS Code, and Windsurf each have documented configuration methods using the same stdio command. Zed and LM Studio can use the equivalent local-server entry.

Docker is an alternative when Node.js is not used directly. Build the image from the repository, then run it with an interactive container and remove the container after use. OCR for scanned parliamentary documents also works in the container, but downloaded documents stored in `/tmp` disappear when the container stops.

The server is designed for desktop applications. Mobile and browser-based assistant applications are not supported unless they can connect to an MCP server hosted on the internet.

## Tools and capabilities

Use the server to:

- Find deputies, clubs, committees, votes, interpellations, and parliamentary questions.
- Track a bill by title terms or print number.
- Inspect how a deputy or parliamentary club voted.
- Review sittings, transcripts, broadcasts, and the next scheduled parliamentary business.
- Check whether an act is in force and when it took effect.
- Examine provisions such as a specified article and locate the relevant page in a document.
- Compare interpellation response deadlines using the documented delivery-date rules.

## Limitations and notes

The Sejm RP MCP server reports data from official sources, but important answers should still be checked through the supplied links. Interpellation deadlines are calculated separately for each addressee, and an extension does not count as a response. Attendance and missed-vote figures follow Sejm statistics and may differ from independently calculated figures.

A quorum call can appear in voting records even when the transcript identifies it as a quorum check rather than a substantive vote. The server handles documented quorum cases separately. Legal and parliamentary data can also change as official records are updated, while the hosted endpoint uses a nightly copy. The project currently does not provide a direct mobile or browser installation path.
