## Description
ESMA MiCAR register search, summaries and change tracking via weekly snapshots, plus MiCAR white paper linting and EU AI Act risk-tier classification.

## Tools
Capabilities this server exposes over MCP:

- **search_micar_register** — Look up an entity by name or LEI in the ESMA interim MiCAR register
- **micar_register_summary** — Register totals and white paper format coverage
- **micar_register_changes** — New filings, changed entries, removals
- **lint_micar_whitepaper** — Deterministic Annex I–III lint of a draft white paper
- **classify_eu_ai_act_system** — AI Act risk tier with pinpoint citations

## Claude Desktop Quick Installation
Install path detected from listing signals. Uses `uvx` (confidence: high):

```json
"mcpServers": {
  "eu-reg-mcp": {
    "command": "uvx",
    "args": ["eu-reg-mcp"]
  }
}
```

## Documentation

## What sebastianfoerste/eu-reg-mcp MCP server does

sebastianfoerste/eu-reg-mcp MCP server provides MCP tools for specific EU regulatory workflows. Its register features use the public ESMA interim MiCAR register as mirrored by the MiCAR Register Observatory. They can locate entities by name or LEI, summarize register totals and white paper format coverage, and identify new, changed, or removed entries from dated snapshots.

The server also supports two review-oriented analysis tasks. A MiCAR white paper draft can be checked against deterministic requirements mapped to MiCAR Annexes I–III. An AI system profile can be classified into an EU AI Act risk tier, with pinpoint references such as Article 5, Annex III, or Article 51 where applicable. These outputs are candidate findings for human legal review, not legal advice.

## How it works

sebastianfoerste/eu-reg-mcp MCP server runs as a local MCP process that an MCP client starts through `uvx` or an installed executable. Register responses are grounded in dated snapshot data rather than an unverified model response. Results include register context such as the snapshot date and, where relevant, entity, LEI, member state, authority, white paper URL, and update information.

The register workflow does not require an API key. The lint and classification workflows use optional Python packages and deterministic rules. Classification accepts an AI system description; an empty input can be used to request the expected schema. A removal result reports the entry and snapshot context, but the register does not explain why an entry was removed.

## Setup and configuration

Python 3.13 or newer is required. With `uv` installed, a basic Claude Code configuration is:

```bash
claude mcp add eu-reg -- uvx eu-reg-mcp
```

For all five tools, install the optional packages:

```bash
claude mcp add eu-reg -- uvx --python 3.13 --from 'eu-reg-mcp[lint,classify]' eu-reg-mcp
```

Claude Desktop can use the same executable through its `claude_desktop_config.json` MCP configuration. Without `uv`, install `eu-reg-mcp[lint,classify]` in a Python 3.13-or-newer virtual environment and register that environment’s `eu-reg-mcp` executable by full path. The register-only installation omits the lint and classify extras.

## Tools and capabilities

The five available tools are:

- `search_micar_register`: searches the interim register by entity name or LEI.
- `micar_register_summary`: returns register totals and white paper format coverage.
- `micar_register_changes`: reports new filings, changed entries, and removals.
- `lint_micar_whitepaper`: performs deterministic Annex I–III checks on a draft and requires the `lint` extra.
- `classify_eu_ai_act_system`: assigns an EU AI Act risk tier with citations and requires the `classify` extra.

The scope is limited to the ESMA interim MiCAR register, MiCAR white paper linting, and EU AI Act risk-tier classification. sebastianfoerste/eu-reg-mcp MCP server does not cover other EU regulations. Register data may contain extraction artifacts, and every lint or classification result remains subject to human legal assessment.
