## Documentation

## What Puerto Rico Code does

The Puerto Rico Code MCP server exposes two tools for working with Puerto Rico legislation: `pr_statute` retrieves an act or article, while `pr_search` finds statutes by Spanish topic or keyword. The source is the Puerto Rico government's Oficina de Gerencia y Presupuesto (OGP) Biblioteca Virtual — Leyes de Referencia, which publishes acts as PDFs.

`pr_statute` accepts an LPRA citation such as `33 LPRA 5001` or `31 LPRA 5311`, a direct act number such as `55-2020`, or an act plus article such as `146-2012 Art. 92`. An act-only request returns metadata; an article request returns the heading and Spanish text as published, along with the source PDF URL and `data_as_of` value. Article identifiers may include forms such as `2.1-A` and `3.10-A`.

## How it works

The service uses anonymous SharePoint REST requests to locate an act in OGP's PDF library, then downloads and extracts text from the resolved PDF. It removes repeating page-footer material before dividing the document into article sections. English translations are excluded, and the returned text is not machine-translated.

LPRA citation lookup is currently verified for title 31, the Puerto Rico Civil Code of 2020 (`55-2020`), and title 33, the Puerto Rico Penal Code of 2012 (`146-2012`). For other LPRA titles, the Puerto Rico Code MCP server does not guess a mapping; use a known act number instead. Search has two modes: full article-body matching for those two mapped codes and title or catchline matching across OGP's approximately 15,500-act catalog.

## Setup and configuration

Connect an MCP client to the streamable HTTP endpoint:

```json
{
  "mcpServers": {
    "puerto-rico-code": {
      "url": "https://gateway.pipeworx.io/puerto-rico-code/mcp"
    }
  }
}
```

The README names Claude Desktop, Cursor, and Windsurf as clients that can connect. No API key or other authentication token is required. The endpoint also exposes shared Pipeworx gateway meta-tools in addition to the pack-specific tools. A full-gateway URL is available when direct access to all Pipeworx sources is preferred.

## Tools and capabilities

- `pr_statute(citation)`: retrieve act metadata or the full text of a statute article.
- `pr_search(query, limit?)`: search Spanish article text in the two mapped codes or search act titles and catchlines in the broader OGP catalog.
- Return source PDF links and retrieval-date metadata with statute results.
- Preserve the source's Spanish wording and distinguish section notes from operative text when resolving duplicate section headings.

## Limitations and notes

This Legal category resource does not provide the commercially sold consolidated LPRA database from Westlaw or Lexis. Its LPRA mappings cover only the two individually verified titles listed above. Other laws may be available through direct act lookup, but the service does not claim complete LPRA-title coverage for them.

OGP PDFs can be either consolidated versions marked “Ley según enmendada” or original enacted versions. Results therefore depend on the document OGP publishes for the requested act. The catalog and documents are government-hosted sources, while the integration itself is independent and unofficial. The gateway's tool list may also include shared Pipeworx tools, so its total tool count can exceed the two tools described here.
