## Description
HHS-OIG Corporate Integrity Agreements — does this healthcare company have

## Tools
Capabilities this server exposes over MCP:

- **oig_cia_check** — Does this healthcare company or individual have an HHS-OIG Corporate Integrity Agreement (CIA)? Checks a name against the current HHS-OIG CIA roster — companies and individuals OIG agreed not to exclude from Medicare/Medicaid in exchange for binding compliance obligations, as part of a False Claims Act or other settlement. Different from an EXCLUSION (see the leie / ny-omig-exclusions packs): a CIA entity is still participating, under obligations. An exact name match is the strongest signal; a normalized-name or partial/token match is returned as a labelled CANDIDATE, since CIA entity names are often compound (a company plus named co-signers) — e.g. searching "SNAP Diagnostics" finds "SNAP Diagnostics, LLC and Gil Raviv" as a candidate. Returns, for the best match: status (Effective/Suspended/Closed/Refused), effective date, term/duration, settlement amount, and the agreement PDF URL (fetched live from the entity's own detail page — not stale). Returns found:false with the list's as-of date and total agreement count when no match exists. Sourced from HHS-OIG, keyless.
- **oig_cia_obligations** — What obligations does this entity's Corporate Integrity Agreement actually impose — Board Resolution, Independent Review Organization (IRO) reviews, Compliance Officer/Committee, Annual/Implementation reporting, a disclosure program, excluded-persons screening? Resolves the entity (same matching as oig_cia_check) or takes a direct document_url (from oig_cia_check's agreement_url field), fetches the agreement PDF LIVE from oig.hhs.gov, extracts its text, and reports which of those obligation categories appear in the text with a short excerpt for each. Not every CIA includes every category — a sole-individual CIA typically has no Board Resolution clause, and some older closed agreements have no PDF posted at all (reported as found:false, not an error). Sourced from HHS-OIG, keyless.
- **oig_cia_list** — Browse the current HHS-OIG Corporate Integrity Agreement roster by status — e.g. list every currently Suspended or Refused-by-Entity agreement. Reads the baked CIA list (refreshed periodically; data_as_of says when) rather than live detail pages, so it is fast but does not include effective dates/terms/documents — call oig_cia_check for those on a specific entity. Sourced from HHS-OIG, keyless.

## Claude Desktop Quick Installation
Install path detected from listing signals. Uses `npx` (confidence: high):

```json
"mcpServers": {
  "oig-corporate-integrity": {
    "command": "npx",
    "args": ["-y","@pipeworx/mcp-oig-corporate-integrity"],
    "env": {
      "PIPEWORX_API_KEY": "",
      "PIPEWORX_META_TOOLS": ""
    }
  }
}
```

**Requires environment variables:** `PIPEWORX_API_KEY`, `PIPEWORX_META_TOOLS` — the values above are empty placeholders; fill in real credentials before running (see the repository for what each one is for).

## Documentation

## What Oig Corporate Integrity does

Oig Corporate Integrity provides agent-accessible lookups for HHS-OIG Corporate Integrity Agreements (CIAs). A CIA is a negotiated compliance arrangement under which an entity continues participating in Medicare or Medicaid while accepting binding obligations. That status is distinct from exclusion, so a CIA result should not be interpreted as an exclusion finding.

The tools cover three related tasks: finding an entity on the CIA roster, obtaining details for a matched agreement, and identifying obligations described in the agreement document. Results can include the agreement status, effective date, duration, settlement amount, and a link to the agreement PDF.

## How it works

The roster is maintained as a baked index containing entity names, detail-page paths, status information, locations, and report types. The list can be filtered and paginated by status, including Effective, Suspended, Closed, and Refused. Its responses include a capture date and agreement count.

Entity checks use exact, normalized-name, and token matching. Exact matches are the strongest result; broader matches are labelled candidates because CIA records may combine a company with named individuals or other co-signers. For a selected entity, the server fetches the HHS-OIG detail page live rather than relying on baked detail data.

Obligation analysis either resolves an entity first or accepts an agreement document URL directly. The server downloads the PDF from HHS-OIG, extracts its text, and reports short excerpts for detected categories such as Board Resolution, Independent Review Organization reviews, Compliance Officer or Committee requirements, annual or implementation reporting, disclosure programs, and excluded-person screening.

## Setup and configuration

A hosted streamable HTTP connection can use:

```json
{
  "mcpServers": {
    "oig-corporate-integrity": {
      "url": "https://gateway.pipeworx.io/oig-corporate-integrity/mcp"
    }
  }
}
```

For a local stdio bridge, run the npm package through `npx`:

```json
{
  "mcpServers": {
    "oig-corporate-integrity": {
      "command": "npx",
      "args": ["-y", "@pipeworx/mcp-oig-corporate-integrity"]
    }
  }
}
```

The bridge requires network access and has no offline mode. Anonymous use is limited to 50 calls per day; adding a Pipeworx account key raises the limit to 200 calls per day. Set `PIPEWORX_API_KEY` in the client environment to authenticate. Set `PIPEWORX_META_TOOLS=1` if the local bridge should also list shared Pipeworx tools such as routing and discovery tools.

The full gateway is also available at `https://gateway.pipeworx.io/mcp`. Direct HTTP callers can invoke tools through the gateway's `/v1/tools/` endpoints.

## Tools and capabilities

- `oig_cia_check`: Match a company or individual against the CIA roster and fetch live agreement details for the best match.
- `oig_cia_obligations`: Extract supported obligation categories and excerpts from a matched or directly supplied agreement PDF.
- `oig_cia_list`: Browse the baked roster by status with pagination.
- Live retrieval of detail pages and agreement PDFs from HHS-OIG.
- Candidate labelling for normalized or partial matches.

## Limitations and notes

The list tool is fast but does not provide the per-agreement effective date, term, settlement amount, or document URL; use `oig_cia_check` for those fields. Older closed agreements may have no posted PDF, in which case obligation lookup returns no result. A failed detail-page or PDF request is surfaced as an error rather than being converted into a false negative.

The roster is refreshed periodically, while entity details and PDFs are fetched on each relevant call. The capture date reflects the index refresh rather than an HHS-OIG freshness label. The integration is independent and unofficial, and it does not replace legal or compliance review.
