## Documentation

## What Northern Mariana Code does

The Northern Mariana Code MCP server provides access to the Commonwealth Code of the Northern Mariana Islands (CMC), the CNMI statutory code. It supports two focused operations: retrieving one section by citation and finding sections through topic or keyword searches across the code's 10 titles.

The citation operation returns the requested section's text, official catchline, and title context. Statutory text may include a source line such as a public-law reference. Amendment or enactment information is present in the document when the source PDF includes it, but the server does not extract that history into a separate structured field.

This listing belongs to the ⚖️ Legal category and is intended for locating and reading statutory material, not for replacing legal judgment or providing a historical-version database.

## How it works

The Northern Mariana Code MCP server uses the CNMI Law Revision Commission's per-section PDFs. For `nmi_statute`, it first requests the relevant PDF from the official cnmilaw.org path, with an eight-second timeout, and extracts the section text.

If the official request fails, the server requests a Wayback Machine capture of that same official PDF. Successful responses identify the retrieval route as `live` or `wayback`, include `data_as_of`, and add a staleness warning when the fallback route is used. Wayback snapshot dates can differ by section.

`nmi_search` uses a baked citation-and-catchline index created from the CNMI code listing page. The index covers roughly 7,100 sections and helps distinguish an unknown citation from a known citation whose upstream source is unavailable. Search terms are matched against official catchlines, not the full body text.

## Setup and configuration

A hosted MCP connection can use the pack endpoint at `https://gateway.pipeworx.io/northern-mariana-code/mcp`. The gateway requires no key for the initial calls described in the source material. It exposes this pack's tools along with shared Pipeworx meta-tools, so the tool list is larger than the two jurisdiction-specific operations.

The package can also run locally as a stdio server with:

```json
{
  "mcpServers": {
    "northern-mariana-code": {
      "command": "npx",
      "args": ["-y", "@pipeworx/mcp-northern-mariana-code"]
    }
  }
}
```

The local process accepts MCP messages over standard input and output and exposes only this pack's tools. HTTP clients can call `nmi_statute` through the gateway's `/v1/tools/nmi_statute` endpoint.

## Tools and capabilities

- `nmi_statute(citation)` retrieves one section, such as `6 CMC 1101`, with catchline and title context.
- `nmi_search(query, limit?)` searches official section catchlines across all 10 titles.
- Live-first retrieval automatically switches to the same PDF's Wayback capture when necessary.
- Responses expose route and freshness metadata for evaluating source currency.
- The baked index supports citation existence checks and offline catchline lookup.

## Limitations and notes

The Northern Mariana Code MCP server does not perform full-text search. A concept mentioned only in a section's body may not appear in `nmi_search` results if it is absent from the catchline.

At the time documented by the source, cnmilaw.org was unreachable and returned an origin error, while the Wayback fallback remained available for some sections. The server still tries the live route on every call, so restored availability can change future responses without a code update.

Fallback results may represent different snapshot dates. Check `data_as_of` for every response instead of applying one date to the entire code. A citation present in the baked index but unavailable from both sources produces an upstream-down error; a citation absent from the index is reported as not found. Historical text from before a particular amendment is not available from the free sources described here.
