## What mcp-eu-sparql does

mcp-eu-sparql MCP server exposes searches across EU legal materials without requiring a local corpus. Its primary source is the European Commission Publications Office Cellar repository, accessed through its SPARQL endpoint. The available corpus includes EU acts and Court of Justice of the European Union materials such as judgments, orders, and Advocate-General opinions.

A separate search connects to GDPRhub, a MediaWiki-based project containing national data-protection authority decisions from across the EU and commentary on GDPR articles. GDPRhub content is marked with its CC BY-NC-SA 4.0 license in returned citation data.

## How it works

The mcp-eu-sparql MCP server uses the MCP stdio transport. Cellar requests are sent as HTTP POST calls to the Publications Office SPARQL endpoint and parsed from SPARQL JSON results. GDPRhub requests use HTTP GET calls to its MediaWiki API. The source data is queried live rather than loaded from a bundled offline database.

Each tool response provides a `structuredContent.citations` array. Citation objects can contain a title, URL, CELEX identifier, ECLI identifier, publication date, document type, snippet, and license. This makes the results suitable for clients or legal interfaces that display source references separately from the answer text.

## Setup and configuration

The published npm package can be launched with Node.js 18 or newer:

A stdio client configuration uses `npx` as the command and passes `-y` plus the package name as arguments. To build locally, install dependencies, run the project build, and start `node dist/index.js`. No environment variables are documented as required. The server is also described as working with any MCP client that supports stdio.

## Tools and capabilities

- `search_by_celex(celex, lang?)` retrieves an EU act or judgment using a CELEX number.
- `search_by_date_range(date_from, date_to, document_type?, lang?, limit?)` finds acts between two dates, optionally filtered by document type such as regulation, directive, decision, recommendation, or opinion.
- `search_cjeu(query?, date_from?, date_to?, document_type?, lang?, limit?)` searches CJEU judgments, orders, and Advocate-General opinions. The optional query targets title text, including parties, case numbers, or keywords.
- `search_cjeu_by_ecli(ecli, lang?)` retrieves a CJEU judgment by its ECLI identifier.
- `search_gdprhub(query, limit?)` performs full-text searches across GDPRhub decisions and GDPR article commentary.

The Cellar CJEU collection is reported as containing judgments, orders, and Advocate-General opinions with CELEX and ECLI identifiers. The cited counts are time-sensitive because the source is queried live.

## Limitations and notes

Queries depend on the availability and behavior of the remote Cellar and GDPRhub services. The tool-specific language, date, document-type, and result-limit parameters should be used according to each search operation’s documented interface. GDPRhub citations carry a non-commercial share-alike content license, even though the MCP project itself is licensed under MIT.

Results are source lookups, not legal advice. When using GDPRhub material, preserve the returned license information and citation metadata. The repository includes offline tests for query builders and parsers, plus a live smoke test for all five tools, but those tests do not remove the server’s dependence on its external data sources.
