Indian service-export GST refund preparation: free checklists, cited guide search and retrieval, Statement 3 and Annexure B upload-error guidance, and anonymous receipt-allocation checks. Five read-only tools over Streamable HTTP; no account or API key required.

## Tools
Capabilities this server exposes over MCP:

- **get_refund_checklist** — Choose the service-export refund stage and preparation topic to retrieve records, checks, next steps and relevant guides.
- **search_refund_guides** — Find public guidance by preparation topic. Use general keywords only, without taxpayer identifiers or document contents.
- **read_refund_guide** — Retrieve a public guide using a slug from search_refund_guides. Returns Markdown with source links and the recorded source-check date.
- **explain_upload_error** — Get documented checks and correction steps. Statement 3 issues: json_generation, receipt_allocation, corrected_retry, return_mismatch. Annexure B: duplicate_document, gstr2b_mismatch, reversals, json_generation.
- **check_receipt_allocation** — Check arithmetic, duplicate allocations, missing row references, overallocated receipts and invoice balances. Send anonymous row numbers and integer INR paise; keep names, GSTINs and certificate numbers local. Up to 200 invoices, 200 receipts and 1000 allocations.
