Capabilities this server exposes over MCP:

- **ee_company** — One Estonian company or other registered entity by its registry code or exact current name, from Estonia's e-Business Register (published as open data by RIK, the Estonian Centre of Registers and Information Systems). Returns identity (name, legal form, VAT number), registration status (registered/in liquidation/bankrupt), address, and currently reported EMTAK/NACE activity areas. Use for "what is the status of registry code 12417834" or "look up Bolt Technology OÜ". A company's CURRENT registered name is matched exactly -- a FORMER name (e.g. a company later renamed) will not match by name; look it up by registry code instead if known. For partial name matches use ee_company_search first.
- **ee_company_search** — Search Estonia's e-Business Register (RIK open data) by the start of a company's current name, optionally filtered by registration status (registered, liquidation or bankrupt; any other value is refused, not ignored). Prefix match first ("Bolt" finds "Bolt Technology OÜ" but not "EuroBolt OÜ"); only when nothing starts with the text does it fall back to a weaker contains-the-text pass and report match_mode:'substring'; diacritic-insensitive, so plain-ASCII and Estonian spellings both work; the legal form is optional and can sit either side ("Tallinna Sadam", "Tallinna Sadam AS" and "AS Tallinna Sadam" all find "aktsiaselts TALLINNA SADAM"), and the company whose name matches exactly apart from its legal form is listed first. Use for "find Estonian companies named Bolt..." or to get a registry code to pass to ee_company.
- **ee_annual_report_stats** — Selected financial indicators and sales-by-activity breakdowns from an Estonian entity's filed annual reports (RIK's monthly open-data extracts of e-Business Register annual reports) -- NOT full reports. Pass registry_code alone to list every year with a filed report (submission date, audited flag, filer-size category); add year for that year's figures: revenue, profit/loss, total assets, equity, average full-time-equivalent employee count, and sales revenue broken down by EMTAK activity area. Some filed reports carry metadata but no matching figures in RIK's extract (seen for some large/group filers) -- the report row still answers, with null figures.
- **ee_beneficial_owners** — An Estonian entity's beneficial owners (Estonia's e-Business Register, published by RIK, the Estonian Centre of Registers and Information Systems) by registry code or exact current name: each owner's name, date of birth and nationality EXACTLY as the register itself shows them, the manner in which control is exercised (direct/indirect ownership etc.), and the start date of that holding. RIK marks this data as informative rather than authoritative, and the register carries no live per-record API for it -- this tool reads the register's own public company page, live, per request, so data_as_of reflects RIK's own last-updated date for the beneficial-owners section specifically. Anyone named here can request removal at support@pipeworx.io; a removal already on file is silently withheld and counted in withheld_by_removal_request.

## What Estonia Business Register does

Estonia Business Register exposes selected data from RIK, the Estonian Centre of Registers and Information Systems, through MCP. Its records cover registered, liquidating, and bankrupt entities, including company identity, legal form, VAT number, registration status, address, and currently reported EMTAK/NACE activity areas.

The service also provides selected information from filed annual reports. Available data includes report submission metadata, audited status, filer-size category, revenue, profit or loss, total assets, equity, average full-time-equivalent employees, and sales revenue grouped by activity area. Annual-report extracts cover reports filed from 2019 through 2025.

Beneficial-owner information is handled differently: the relevant tool reads the public company page from RIK at request time rather than using the bulk mirror. It can return owner names, dates of birth, nationality, control type, and the start date of the holding.

## How it works

Connect an MCP client to the Pipeworx endpoint at `https://gateway.pipeworx.io/estonia-business-register/mcp`. The gateway holds the daily-refreshed copy of RIK's bulk data and serves the register tools without requiring an API key. A standalone package installation cannot answer queries because the data is available through the gateway runtime.

Each response includes `data_as_of` and `source`; licence information is included where applicable. For ordinary register data, `data_as_of` identifies the mirror refresh date. For beneficial owners, it reflects the last update date shown for that section on RIK's page.

The endpoint also exposes shared Pipeworx meta-tools, so its complete tool list is larger than the four register-specific tools. A full Pipeworx gateway URL is also available at `https://gateway.pipeworx.io/mcp`.

The connection is keyless. No environment variables or credentials are required. Claude Desktop, Cursor, and Windsurf are named as supported connection targets.

## Tools and capabilities

- `ee_company` retrieves one entity by registry code or exact current registered name. It returns identity, legal form, VAT number, status, address, and current activities.
- `ee_company_search` searches current names by prefix, with diacritics ignored. It supports status filters for registered, liquidation, and bankrupt entities, and can fall back to a weaker substring match.
- `ee_annual_report_stats` lists filed-report years and metadata, or returns selected indicators and sales-by-activity figures for a chosen year.
- `ee_beneficial_owners` reads beneficial-owner details live from RIK using a registry code or name.

Name matching uses current names only. A former company name will not resolve through the name parameter, so a registry code is needed after a rename. Status values are represented as `R` for registered, `L` for liquidation, and `N` for bankrupt, with English and Estonian labels available.

## Limitations and notes

The service does not provide full annual reports. Some filed reports contain metadata but no matching standardized financial figures; those results contain null values rather than being omitted. Activity data represents currently reported areas, not historical or ended activities.

RIK's open data is licensed under Creative Commons Attribution 4.0. Responses carry source and date fields intended to support attribution. Personal data processing remains subject to GDPR. Beneficial-owner names can be withheld after a removal request sent to `support@pipeworx.io`; withheld records are counted in `withheld_by_removal_request`. RIK's page does not provide an address for beneficial owners, and this service does not collect one.
