## Documentation

## What Delaware Code MCP server does

The Delaware Code MCP server exposes two tools for working with the current online edition of Delaware statutes:

- `de_statute(citation)` returns a section's text and its printed amendment-history citations.
- `de_search(query, limit?)` searches statutory text across the Code and returns matching results.

The citation tool accepts formats such as `11-636`, `11 Del. C. § 636`, `11 Del. C. 636`, and `Title 11 § 636`. It also handles letter-suffixed sections and certain reserved ranges in the same way the Delaware Code website identifies them.

## How it works

The Delaware Code MCP server uses a generated citation index containing each section's citation, catchline, title and chapter context, and the URL of its content page. The index does not contain statutory text. When `de_statute` runs, it uses that lookup data to fetch the relevant public HTML page and extracts the requested section's paragraphs and amendment-history chain.

Search follows a separate path. `de_search` calls the Delaware General Assembly's live search endpoint directly, so searches cover statutory text rather than only section captions or a prebuilt catchline list. The endpoint is public and was verified to work without a prior page load, cookie, anti-forgery token, or API key.

This MCP server is listed in the Legal category and is intended for questions about Delaware's current statutory text and the history citations shown on current Code pages.

## Setup and configuration

The service is keyless and does not require environment variables or login credentials. Add the hosted MCP endpoint to a client configuration:

```json
{
  "mcpServers": {
    "delaware-code": {
      "url": "https://gateway.pipeworx.io/delaware-code/mcp"
    }
  }
}
```

The endpoint can be used with clients named in the project documentation, including Claude Desktop, Cursor, and Windsurf. A scoped endpoint also exposes shared Pipeworx gateway meta-tools in addition to the Delaware-specific tools. The full gateway is available at `https://gateway.pipeworx.io/mcp` when broader catalog access is needed.

## Tools and capabilities

`de_statute` supports direct retrieval by title and section. Its response includes the section's current text and the session-law citation chain printed at the end of the page. For sections with prospective labels such as `[Effective until <date>]` and `[Effective <date>]`, the live page's labeling is passed through.

`de_search` performs keyword or topic searches against the Delaware Code's statutory text. It can find terms that do not appear in a section's title, and an optional limit controls the requested result count.

The project also includes a maintenance script that crawls Delaware's title, chapter, and subchapter indexes to regenerate the citation table after a recodification. The crawl is designed to detect substantial changes in the site's structure and reports content pages that contain no sections.

## Limitations and notes

The Delaware Code MCP server provides the current online edition, not an archive of prior statutory wording. Amendment history is available as the citation chain associated with the current section, but the tool cannot return how that section read before a selected amendment date.

Some chapter or subchapter pages are reserved placeholders or contain no section content; those entries are skipped during index generation. A small number of sections may contain both current and future-effective text when Delaware has scheduled an amendment. Those labels describe the live page and should not be treated as a historical archive.

The project describes the upstream websites and search API as public and keyless, with no rate limit observed during development. The integration is independent and unofficial rather than affiliated with or endorsed by the upstream providers.
