## Tools
Capabilities this server exposes over MCP:

- **list_mfo** — All MFOs with borrower rating, quick terms and canonical card URLs, ordered by rating position.
- **get_mfo** — Full MFO card: terms for new/repeat clients (amount, term, rate, full cost of credit), borrower requirements, fees, legal entity, OGRN, Bank of Russia registry number, 4-criteria rating, record update date. Empty fields are omitted.
- **search_offers** — Matching first-loan offers with terms, `first_loan_zero_percent: true/false/null` (null = unconfirmed), honest `total` + `truncated`.
- **list_categories** — Catalog categories grouped as on the site (popular, by payout method, by amount/term, by borrower type, other), each with its selection criterion.
- **get_category** — One category: criterion, sorting, offer table with per-MFO terms.
- **get_reviews** — Latest borrower reviews for an MFO: rating, date, text.
- **get_market_rules** — Legal context of microlending in Russia (0.8%/day rate cap under Art. 6.1 of Law 353-FZ, 100% total-cost cap since 2026-04-01, self-ban via Gosuslugi, cooling-off periods, debt collection rules under Law 230-FZ) with last-review date.

## What catalog does

The catalog MCP server exposes public, read-only information about Russian microfinance organizations listed in the Bank of Russia state registry. Its data comes from ZaimHub, a Russian microloan comparison marketplace. Responses include a `canonical_url` for the corresponding page on zaimhub.com, which should be cited when using the data.

The service is intended for research, comparison, and information retrieval. It does not submit loan applications, modify records, or provide account access. ZaimHub notes that displayed terms can change, so the linked page is the place to verify final conditions. The catalog is not financial advice.

## How it works

The catalog MCP server uses a public, stateless Streamable HTTP endpoint:

Clients send MCP requests over HTTP and do not need an API key or OAuth flow. The server language is Russian. A standard MCP client can connect by registering the endpoint as a remote Streamable HTTP server. The service allows up to 60 requests per minute per IP; additional requests may receive HTTP 429.

Search results distinguish confirmed, negative, and unknown first-loan zero-interest status with `true`, `false`, or `null`. Offer responses also report the total number of matches and whether the returned set was truncated. Empty fields in full MFO records are omitted.

## Tools and capabilities

The catalog MCP server provides these operations:

- `list_mfo` returns MFOs ordered by borrower-rating position, with quick terms and canonical card URLs. The optional result limit defaults to 50.
- `get_mfo` retrieves an MFO by slug, including new- and repeat-client terms, loan amounts and durations, rates, total cost of credit, borrower requirements, fees, legal entity data, OGRN, registry number, rating criteria, and update date.
- `search_offers` finds first-loan offers by optional amount, term in days, and zero-interest preference. Its default limit is 15.
- `list_categories` returns the site’s category groups and the selection rule for each category.
- `get_category` retrieves one category by slug, including its criterion, sorting, and per-MFO offer table.
- `get_reviews` returns recent borrower reviews for an MFO, with ratings, dates, and text. Its maximum limit is 50 and default is 10.
- `get_market_rules` returns Russian microlending legal context, including rate and total-cost limits, self-ban information, cooling-off periods, debt collection rules, and the date of the latest review.

## Setup and configuration

Add the remote endpoint to an MCP client using a configuration such as:

Claude users can add a custom connector named `ZaimHub catalog` with the same URL. No environment variables or credentials are required. MCP Inspector can verify connectivity with its HTTP transport and the `tools/list` method.
